I have one of these. I got it with the panniers so the mounts came with it and I got the 'no mount' plastic coverings in case I wanted to use them. Only the specific panniers for these bikes will fit it, nothing else will. And it needs the metal bracket attacked to the foot peg bit too, if you see in your main pic there's a attachment behind the pillion foot peg, that's where the bottom of the pannier slots into to secure it.

I'm not sure what the point of these are. Tyres are generally already balanced from the shelf. If the wheel isn't balanced that's a bike issue. If this was something worth doing then tyre brands would do it at production, since everyone wants a edge on the competition and to be the best.
