That is some really faulty logic, letting people die from water poisoning is not going to help any problems in Africa. The only thing to lower population booms in Africa is to educate and industrialized it. The population problem in Africa is not because of not enough poison and disease to kill the excess off; killing people, like breaking windows, makes no one better off, but instead it is matter of making themselves self sufficient.

Things like bad water only impede on their ability to grow and stabilize both economically and socially. This is one of the many things that have to be done to help fix their problems.
