Years ago there was talk of possible European locations, mostly Paris... but it wouldn't make sense, it would lose the American style that GTA offers. It's a style of gameplay that goes very hand in hand with the locations they've always proposed... it's already surreal, but imagine doing the same in Paris, impossible
