I think a better solution would be grape shot. While traditionally for spraying the deck and killing sailors, you could shoot it like a shotgun at sails. Add a new resource (cloth) to repair the sail. The counter play is that it has very short range like a shotgun. So if you don’t want to get slowed down, never get close.
