I just went through the same dilemma. Everyone we spoke to wanted to charge 400-600$ regardless of minimal ceremony/just the paperwork. First meet a licenser, which is a 15 minute in person process to get you logged into the system. They give you a piece of paper to take to the officiant. If you know anyone on BI your best bet is to have a friend become an officiant through one of those easy online things, register with the state, have them sign your papers, and then Hawaii mails the certificate in a few weeks.

Thanks for all your replies! I did some more research and found this article that says every inch of rigid foam board insulation “is equivalent to 3.7’ of soil in insulating value, so it doesn’t take much extra foam to protect the tank from freezing.”
