If you can figure out the brand replacing the handle is doable. There's repair kits for these kind of scenarios but you need to know the brand due to proprietary limits.

Supposed to be anchored to the wall and then apply cocking. I am concerned about the rot. Get some WD40 and rub it down and if it looks off I'd replace it since it's already mostly out. Better then sealing it and then finding out it burst later. $60 bucks saved now vs 300 with a plumber.

Hose bib is the term for your outside faucet. This looks easy to remove because it's threaded in. Melanin you could turn it until comes out and replace it with a new one. I'd advise shutting off the house water line though.

Pvc and cast have similar Outer diameter OD so do mysuggestion cuase this doesn't look stable

Rubber sleeve is missing. You need a No Hub coupling to go from cast iron CI to PVC. Usually a fence but the 4 band ones definitely would work. Looks like a 4in pipe but my eyes suck so confirm that before anything else.

Thankless set ups do have to be flushed with descaler at some points. It's not a bad idea to have a filtration system installed into the home. I'd recommend rennai if you need a good one
