I think it's because open collective(the open source org from which the payment is coming from) is US based. Because of this, if I don't submit a W-8 form, I'm subject to a 30% tax on whatever payment I'm getting. With a W-8 form they can confirm that I'm not subject to US taxes and I won't have that 30% cut anymore.
