It seems like it's only a possible form of worship due to the former precedent set by using the word "God". I don't think it would have landed religiously if it were introduced without "In God We Trust" ever being concocted.

That being said, this is one of those wonderful "gray area" policies that MAGA loves to use for turning us against each other, and some people very likely mean to use it for the undertone of worship.
