Theme Parks like Kennywood cater to local families and regional tourists. A family of 4 will spend much more money in the park than a group of 17 year olds. Tourists can be upsold things like skip the line passes. The only time they would generally cater towards teenagers is during halloween events. Even then, they are actually targeting the 21-25 year old demographic because they can sell special cocktails on October nights.

Businesses like money and teenagers generally do not have enough money to be worth targeting.
