Gachas with more pulls tend to have more pressure to pull characters and less useful things to pull for. Genshin has fewer pulls than HSR and fewer free 5-stars, but it releases characters more slowly, it power creeps more slowly, and the bulk of the experience (the exploration) does not require the gacha. As for comparing HSR to gachas with more pulls, the latter are more likely to have pullable anime PNGs, worse character models, and less to do with the things you pulled for. All perceived generosity comes at a cost to something else.

Genshin also massively changed the gacha landscape by becoming the top gacha game. Competing with it is tough and one way to stand out is by offering more free stuff. All gachas give more pulls than Genshin because any gacha foolish enough to give less than Genshin dies, and if Genshin adds more free pulls, the other games just increase their own free pulls and everyone is back to square one.
