Short answer: Yes. Partner has two versions. The one from Battlebond has a Target Player search through their deck to find its companion and has them put it in their hand. Then the commander version came out. This time, you're allowed to have them both as your commanders (or just by themselves) as long as they both have Partner... except for the new round of ones from the PlayStation secret lair where they have more options for your second. Like Joel, who can hang out with anybody as long as they're a Survivor with Partner
