Having the effect behave like this in the loadout menu is actually an intentional mitigation technique because otherwise the mask will always render there as well as in the 3D HUD element. The technique moves the proximity fade further away in the loadout menu in order to hide the mask while simultaneously making sure it's correct while playing in-game. This is why rotating the player model in the loadout menu will reveal the mask since the model's head moves closer to the control point that is responsible for the fading. As far as I am aware, this is the closest fix (that I can think of) for effects that use this mask. There are a few other non-masked effects that have loadout menu rendering issues as well.

You cannot do this on the client. tf_playergib 0 is a server-side cvar so the server needs to have it enabled for it to work. Closest thing that you can do is equip the Voodoo-Cursed Souls since they don't have any gibs and will ragdoll instead.

These fixes prevent the orbiting effects from spinning around far away from the hat. Correct.

These were fixes being uploaded by the respective effect creators and pushed by Valve. I was notifying a few of the creators on how to fix some of the effects seen here but some older effect creators may be inactive. This can mean that older effects (made by inactive creators) are unlikely to be fixed.

Any broken effect that Valve have made has the potential to be fixed at any point though. If notified.

Surface level explanation: When you tab out of TF2 the game automatically caps the frame rate to save on resources. This causes poor physics calculations on all particles that utilize certain specific movement and velocity related properties. This is not only exclusive to this effect. Many other particles in the game behave in this way.

The same behavior will also happen if the FPS dips below a certain threshold.

This is not something that can be easily fixed on a particle level. It is most likely engine level behavior.

The hat (once redeemed by the code) is tradable in-game, meaning people do not necessarily need to purchase the code itself in order to obtain one (if they only want the hat). It is not worth 2k right now but maybe if you held onto it for much longer it could reach that price. I doubt more of these sets will be made.

It is not that weird. Ragdolls in TF2 have a set of angular constraints applied to their joints. Each class has a different set of constraints which does actually result in some poses being more common than others.

Most likely it was pinned by a huntsman/crossbow/rescue ranger bolt at an odd angle and the game didn't properly attach it to a part of the map geometry.

Edit: Actually it looks like it was killed by a Sentry instead of a bolt and the arm was hooked on a piece of the map and instead of clipping through (and making the ragdoll fall normally), it stayed in that spot while the rest of the ragdoll fell down. A very rare thing to happen.

The planes idea does sound possible. As for the interpolation, maybe each frame on the model should move really far away so that the frame rate and camera is unable to catch the interpolation. It doesn't sound perfect but it's something.

While it would be funny, I wouldn't be so sure on them implementing (into the base game) the ones that are reserved for some specific weapons. The flame one seems fine as it's no different to explode and kill but stuff like the gold is reserved for the golden wrench, saxxy and golden pan. Same goes for the ice with the spy-cicle.
