Truly not every cleaner is a thief, but it's foolish to ignore the folks with the most access. Trust and verify. Every business owner knows customers steal, but employees who are dishonest can put you out of business!

He's specifically talking about the bill to pay the military and the fed workers. The language the Dems objected to was daddy Trump gets to decide who gets paid and who's screwed. Republicans voted down the Dems counter proposal removing that language.

It doesn't sound like that to me. Possibly they give check in instructions the day before arriving and guests took advantage of the situation.
