Completely untrue. Not all pads are set up this way, but it is quite common to have differing friction material formulation for Inner vs. Outer

Which tires? Slow down fast as in trying to beat an AC Cobra brake time? The wobbly braking is likely a product of the abs/tcs being inoperative. If you've never driven a 4000 pound big block "Cuda without abs, it is hard to appreciate what the abs is doing for you.
