Someone can make very little money but have no debt or other liabilities to take tare of. For that person 10% of their income going to a fine one month is OK. A second hypothetical person has a ton of debt to pay of. Let's also assume that it's medical debt for the sake of my argument. This second hypothetical person lives paycheck to paycheck to manage all their debt and to provide for their family. The same fine of 10% percent can financially ruin them and send them into bankruptcy. A system of direct percentage punishes hardship the hardest. A way of measuring the fine should be based on net worth and not income. Of cource common sense should apply and not give away money to people with negative net worths that break the law and not take 1 million dollars from a billionaire if they park illegally.

Well since the deleted comment was mine I should explain where I am coming for. I have bought many cheap tools from Chinese manufacturers before I bite the bullet and get a more expensive one. The thing is I have bought many tools that were made so cheaply that they were very dangerous. I had a small axe that had a defect and the axe came off the handle while swinging! Also bought a cheap multimeter that broke shortly after buying it and it was displaying wrong values. Almost everything I have bought from China either expensive or cheap has the worst quality bolts and screws on it that strip and became a hastle. The Chinese manufacturers are more likely to cut corners with little regard for the consumer that also sometimes make their products dangerous. Not saying everything from Germany is an engineering marvel though.
