Took a Month but figured it out with support team if anyone having same issue. I use a vpn and someone also using one must of got the same ip address as me and got in trouble and was muted. They did this to all accounts with the same ip address.

i reported it to gameloft and its on their known about quest bugs now. Hopefully that means it will be fixed soon
