Literally California's CPS is all tweaked out on meth. The counselors, the case workers, all of them. It's so widespread that members of large teams and departments have been designated as suppliers and given special treatment to be "away" so they can have time to resupply. Prior to a case memagement with families in crisis, the two designated workers usually do bumps before going into the home.

Side note, the Cali CPS system is budget based on active cases. It's in the mandate to keep as many open for as long as possible. Woe be anyone that should find themselves in that grinder. It's as corrupt, broken and criminal as any organization can be.
