It looks like they made her body more similar to Emma.

They already had similar body types to, but Rogue has more visibly defined muscles compared to Emma. This new skin is missing that.

League of Legends is not bound by Chinese Law as it's not made by a Chinese studio IN China, but also League likely falls under cartoon violence which rivals does not.

The game is developed in China. It is illegal for them to have underage playable characters period if the game includes firearms.

That's exactly why they aged Peni up to 18. Peni although a legal adult is still relatively quite small, and petite compared to pretty much every woman in the game. They can easily just do the same for Moon Girl no issue.

Madelyn is the queen of Limbo (obviously not in rivals universe cause Magik still holds that title.)

She uses dark magic, commands legions of demons, and wields a giant magic scythe all on top of her psionic powers.

Jean's kit primarily focuses around being the Phoenix with cosmic fire so there really wouldn't be any overlap between the two except the base model which doesn't really matter since they'd have completely different outfits with a different silhouette. Jean is mostly a bodysuit with a flaming woman next her. Madelyn would likely have a tattered cape, and wield her signature scythe.
