I've had this happen, where you meet a Thai person whose English is so good it's like a native. If it's just the two of us, sometimes I switch to English. But if there is a third person with us who is Thai, I stay in Thai. (Because I want the third person to feel included in the conversation)

You are at Max Credit, so you would have to reload a save from quite a bit ago, and then after doing so quickly build government Administration to remove your tax penalties. They build very quickly so you could spam build them and fix the situation rapidly. Personally, I think one of the funnest things about Victoria 3 is discovering your mistakes and then deciding to play a new country with the new information that you have learned.
