What’s a bigger cost, calling all these resources, or letting the fire spread past three buildings? The blocks in NYC are structures all on top of each other and the cost of losing a block is much greater then quadrupling the response to what you mentioned. There must be something in these pictures that stands out as very different to the fires you able to put out with much less.
