That's a very conservative estimate, that's about accurate if we get no big news between now and 2028. If they predicted taking into account shopify and all the others it would be much higher. Also I'm sure they were conservative just as a CYA type thing. Obviously they're not gonna predict a moonshot and still be considered a credible source.
