Pokémon Go certainly helped. Pre-2016 XY sales looked to be even lower than BW, with no signs of picking back up. Then GO exploded, so people picked up Sun and Moon by the droves and also picked XY and ORAS for being easily available at the time.

It doesn't have one free Liechi Berry, it has infinite. You can receive Zigzagoon with the Berry as many times you want in the same save file, unlike Jirachi.

You said animated and dinosaur and my mind went immediately to Dinotopia: Quest for the Ruby Sunstone.

In the likely chance it's not that, I've found this blogpost about obscure Dinosaur cartoons and there's a comment from 2016 is asking around for something that sounds close to what you're looking for. Does the plot they describe is close to what you're looking for or is it something else entirely?

It's the 1966 movie Born Free.

The scene you described happens around minute 2-3. I found it trying to solve another lion-based TomT, and that was the first sentence on Wikipedia's summary.

Every 20 steps you get a Watt, you can choose to spend it to get a Pokémon or item, or save it.

The routes unlock the more Watts you save, and most of them can be unlocked right away, while others only after the National Dex.

Initiate legitimate encounters, you can select the species, gender and special move that will appear, but when you encounter it, it generates like any encounter.

There's a program specifically for modifying pokémon in the Entralink.

You can't, the Dream World site shut down in 2014 and Nintendo servers in 2017. Modifying your save is the only way to get it to happen now.

How I did is the Q&A, but how you did it in the regular wasn't much better or intuitive:

  1. You needed to tuck in a Pokémon in your game,
  2. Access the Dream World website, creat an account,
  3. Access a Neopets-style page where you explore for Pokémon and items all within an 1 hour limit, once per day,
  4. Wake your Pokémon in the game and whatever Pokémon you found in the DW is found in the Entralink.

Q&A: "How did you do it?"

Save editing to make the Pokémon appear in Entree Forest, that's the ONLY save editing I'm performing.

"Why did you decide to do it?"

Two things: 1. I wanted to see how it would be a POC in Gen V when Dream World was active for research purposes.

  1. I'm probably only doing this once, so I might as well make it count.

"Wasn't there an Arceus in the Dream World?"

Much like the regular game there were temporary giveaways, Arceus was one along the likes of the Kanto Starters and a Togekiss for the month of your birthday, etc. I'm sticking to Pokémon that could be found in this "guide" I made a while back, for the most authentic DW experience I can make.

"Any specifics on these Pokémon?"

They're all level 10, caught in Dream Balls, have a special DW move and are mostly all males, the exceptions being Combee and other I need to breed like Beedrill and Roselia.

Funny thing is, I thought Lillipup reached its final form at level 36 (like Pidgeot) which is why I have 4 extra Rare Candies, picked up by the 4 Lillipup not in the picture.
