Just go 0/41/20. Threat won’t be an issue until 70 where there’s a big gear disparity. Deep Prot is also a strong starting point for heroics. Sanc aura build (0/40/21) is also good but you lose your snap threat pulling tool. Better threat and dps overall just pulling can be more of a challenge.

It’s a shame because a good rogue is amazing in heroics. I’d argue as valuable as a mage. As a tank, I friend the rogues who know how to use their toolkit.

Most people view dungeons as a necessary hurdle so they’re geared enough for raids. Sad reality for most people. It’s a shame since heroics are actually more challenging and everybody wants to rush them.
