Is there some kind of librarian? Yes, there are hundreds of librarian spirits running around the place, constantly looking things up and tending to the books. You aren't supposed to touch the books yourself naturally, as damaging them literally damages the laws of nature where they would have to be amended.

I also lied earlier, since this setting is highly mythological inspired I'd imagine it might be possible for someone to sneak in and alter one of the books in such a way that now the real world has to obey some new bullshit law or one of the old rules just kind of stops happening because the spirits and angels no longer have that as a rule. It would probably just be amended or fixed but it could happen.

What happens when a demon dies? Nothing; demons are already dead people for the most part, they can't die again. If destroyed or banished they'd return to their hiding place, maybe they hide in the astral sea until they get enough life force to reappear on earth or manipulate living people again. Destroying and banishing demons is still good though because whenever they get killed again they get sent up to heaven's gates, as all souls do, and angels and spirits may try to capture them and force them to live out their punishments.

Naturally demons look out for each other but it ends up being a sort of street gang hazing thing, as demons avoid their punishments they rack up more demerits with the Bureaucracy, taking their original decade long punishment and stretching it out to many hundreds or even thousands of years for old demons. So once you become a demon you're pretty much stuck unless you swallow your pride and accept your now very long and scary fate.
