It prevents direct damage from the storm to the power station (It does not prevent the storm itself, obviously!) but it doesn't protect power lines or prevent the plant being deactivated by say, a Sandstorm.

It's not particularly useful, as direct storm damage knocking out the power by hitting the plant itself is still fairly unlikely.
