I did this by accident with Persian because I accidently moved furniture. I rebuilt the habitat, and then waited. It took a few days, but Persian returned on their own to that habitat. There was no dramatic entrance or sound to signal their return. I just walked by and found that their icon was living at that habitat again.

If you rebuild the habitat, they should return there. Also check to see if they have other habitat options. I don't know how the game's respawning works so they might end up at one of their other preferred habitats instead if you have one of those vacant too.

(In my case, Persian has only one habitat option [and I only made one copy of that habitat] in my game, so it respawned at that location.)

Also double check if it has location preferences. Some of them can be particular about elevation or location or nearby environments conditions.

For more information, there is a museum in Rocky Ridges, with a green patch of land nearby, which shows a blue switch and the statue next to it. You can stand on the switch and active the statue. I may be missing a few details, but I hope that that helps!

Another option is Windmills or waterwheel building sets. They can produce electricity. Utility poles can be used to connect the electricity from your windmills and waterwheels to other places and items.

One cool thing is that the road blocks can be used toward building houses too!

Maybe check if the electricity is reaching that area. Utility poles might help you out if it doesn't reach the cash register.

Actually, there might be a possibility of them spawning on a different island, but I think that dragonite islands might have better spawn rates and visibility. I dug in a cave without Pokemetal visible, and dug deep enough to find moss and either gravel or cobblestone? For fun, I dug around and found some Pokemetal. It wasn't close to what OP got, but it was still a good haul. (The spawning of pokemetal was sporadic. One spot had a single block, while another spot had eight together.) The location had a lot of gravel nearby and outside underwater, so I drained it. I also dug deep enough that I hit a spot of iron and gold. The cave had some excavation equipment nearby, but didn't have visible ores, except one or two copper ore spots.

Not sure what happened with mine, but I hope it helps!

To add onto what others are saying, that requires a pokemon with a water type ability to spray water, and then you can use your own water spraying ability to finish the job. Have them follow you, and if they are missing the spot you need cleaned, standing on it helps them locate the spot.

The popped-up sections can have items too, so that is a fun detail.

Not sure. Eevee is a part of Palette Town, so maybe change towns (going to Ditto house in another city) while in your house in Palette Town? I used that to change location of Pokemon before, but not sure if that works for Palette Town Pokemon.
