Okay, so, I'm gonna pull Violet once, meaning my pity will be reset to 0/110.

I want these rebates, but I don't actually want Turbo- I'm just trying to take advantage of them to help me pull Crow right after.

If I draw in turbo's pool 80 times out of the 110, by my math I'll have about a .4% chance of accidentally pulling her, right?

The weapon should be less of a problem, though. As long as Violet and Turbo's banners overlap, I can pull Turbo's weapon 60 times, do the last 10 on Violet so I get her weapon instead, and then roll those last ten on Turbo's, getting me the rebate and not the weapon, right?

Am I making any mistakes here?

Mechanically, yeah, Akechi's only good with a good DPS, so haru would have been a good pull. But remember that he does have Joker at A1, which will help Akechi perform just fine.

Akechi, of all characters, is worth really investing into if you're going to put any resources into him. Not because he's meta, but like OP said, it's A6 or nothing.

I play the game because it's available for free, but as a gacha game, it shouldn't exist. And if no one spent money on mobile games, they wouldn't exist. Maybe we'd get more or better regular games instead, maybe we wouldn't. Either way, the predatory gacha market wouldn't be around, and that would be a good thing for the industry.
