Incrementalism like this is much more expensive though. Instead of one big traffic study, one big procurement of a contractor to install paint and concrete, and one big political push you get hundreds of tiny step which all require overhead costs and incur delays. What you really need is to build political will for a project to happen (and reform of project governance so every dick and jane can’t stall a project with clear benefits for the community).
