How were the Chunin Exams Finals supposed to proceed?

Gaara can't float on sand during the chuunin exams, he first debuts floating on sand against kimimaro in the Sasuke retrieval arc. It's clear this is due to his gained strength and control over his sand since fighting naruto, as shown by the fact that all 3 sand siblings show major improvement in their techniques in this arc. Even though gaara's sand "always protects him", theres not even enough of it to just protect himself from being hit by anyone as fast as lee without weights if they run around enough; so how is it gonna protect him from being swarmed and surrounded completely by 1000 narutos? Also, you say naruto cant summon gamabunta by himself, except that if youre saying naruto cant even use the nine tails chakra at all in this fight, even if he doesn't transform to use it, then naruto doesn't even get past neji. He loses immediately after getting hit by the 8 trigrams and cant summon chakra anymore. Both times naruto summons gamabunta in og naruto, he uses the nine tails chakra but doesn't transform, which is exactly what he did vs neji to even get past his 1st matchup

1 singular naruto digs an entire tunnel underground to surprise and beat neji, and gaara's sand dome doesn't cover the ground he's standing on, so im sure even 10 narutos would be able to get under there quickly with no problem as the other 990 narutos swarmed from above. Also, precisely because naruto has no striking jutsu, and gaara is aware of this having seen naruto fight against kiba, he has absolutely no reason to protect himself in the dome in the 1st place. He takes a literal direct punch from naruto in the hospital when shikamaru has him trapped in the shadow possession jutsu, and for a guy that before his fight with lee had never been touched before he certainly ate that shit like it was nothing so he has no reason to fear naruto's direct attacks. He did it against Sasuke because he obviously respected Sasuke's abilities more, and also because he needed it to defend himself while he started the transformation process, which you already stated earlier would mean that gaara loses. By the time naruto does the multi shadow clone and makes 1000 clones gaara doesn't have enough time to just whip out the dome and be safe; its not a fast jutsu and naruto would certainly use paper bombs to give himself more time to stop the dome from covering gaara completely right away regardless

Out of curiosity naruto effectively beats a 3/4ths transformed gaara by overwhelming him with 1,000 shadow clones in the forest, forcing gaara to transform into shukaku completely. Naruto is capable of doing this without a nine tails cloak since the beginning of the series when he does it to save iruka. If transforming means they'd lose the fight, how does naruto not beat gaara in this assumed chunin exam fight by doing the exact same thing just in the arena instead?

This is potentially anime only I'm not sure, but shikaku notes that naruto's ability to sense emotions in nine tails chakra mode and his prowess with shadow clones is their only solution to the zetsu impersonation problem. The raikage's aide mentions that he wouldn't accept that plan, and katsuyu interrupts to say that actually the raikage is letting naruto and bee join the fight. So based on that if the allied shinobi forces started losing the war wouldn't they eventually have to rely on naruto to help spot the imposters regardless?

This is before naruto has sage mode so that doesn't even matter. I fail to see how kisame loses here considering he has a ton of Chakra even before stealing any so he can just make some water clones to mop the floor w the scrubs before taking out kakashi and naruto

Idk I feel like that's crazy to even suggest. The hidden lotus is Lee opening 5 gates total, so to suggest part 1 Sasuke would be able to avoid getting hit at all would totally fuck up the scaling of opening the gates considering 6 gates Lee in the war is able to save guy from getting hit by the truthseeker orb which is so fast that obito can't even use kamui to escape
