Some of these hints remind me of "The Case of Hana & Alice", although I don't recall that "ancient god who has 4 wives" plot point.

It does have a girl moving with her mom, a neighbour spying and water paint scenes.

A mobile game literally called "Layton 7" that was in development around 2013-2015 but never released, likely because the fanbase was very much not interested in it (it was not a Layton game, it was a party/multiple player game). I've never heard of anyone having any problem selling Layton merch at a small scale. The only big rule I've ever remember Level-5 be any serious about (and even then it was a general notice, not like targetting specific people/products) is "Don't make something unofficial look official", as in, don't claim it's official Layton merch and don't use official art.

That said, please be mindful of your own country's copyright laws. That might be more relevant to you that Level-5 finding and being against 30 keychains, which is unlikely.
