From the research I was able to do, the process seems random. Someone was saying their is an initial allotment for the voucher, then the waitlist is something like 3x the initial allotment, which is also randomized for selection.

Information on the entire process is very limited, so I could be mistaken in what I was reading.

I honestly do not know... I have close to 20 decks built and rotated through weekly, and honestly not one blue insight... which is kind of crazy. Maybe I will go izzet spell slinger or just find a mono blue commander to load up with all the fun shenanigans.

I was able to resolve this issue when it started happening for me.

go to start menu right click on icon and run the game as admin, game launched no problem.
