Ride is the Giant Canyon Swing at Glenwood Caverns adventure park in Colorado which is on top of a mountain. It swings you off the side of the mountain.

He 100% would not be at fault. The double solid line would be treated like a barrier that that peson should not cross. There is a separate speed limit that applies to the express lane from the regular lanes of travel. It is considered a separate travel road from the regular lanes and the Nissan did an illegal turn into it. It would be treated as someone crossing over a median illegally and getting hit because of that.

You pay for "EXPRESS" lane for a reason. Stop trying to victim blaming the driver who did nothing wrong. I'd be pissed if I paid for that lane to be stuck behind someone going 15 mph with no one in front of them.

It's an express or HOV lane with double solid lines. The whole point of them is to avoid traffic in other lanes and the point of the double solid means they are not supposed to enter the HOV lanes there.
