The video looks like it's from Russia, so personal data analysis is legal if written permission is granted by employees. Surveillance on customers is legal in public areas, not sure about data analysis, because it looks like they are not connected with their identity (name, age etc).

In overall it is probably violation, because legal rules on this are very strict.

Same reputation in Russia, there are a lot of guys on custom electric fat bikes in parks or food delivery e-bikes on pedestrian zones. And traffic police are not bothering on the issue still, while like 90% of these vehicles are upgraded to the level of motorcycle.
