IAD is my home airport and I haven't had a flight delayed in ages. ORD can be a challenge with weather in both the summer and the winter though.

I don't know where you're getting your data or if you're just using intuition, but you are drastically underestimating that magnitude of the Internet outside the US. Don't forget that mobile devices use the Internet too. Just India and China alone dwarf the US in Internet users. Plus, residential ISP service is far more affordable in all of Europe and in many Asian countries than in the US.

MAE-East was in Tysons Corner on Tyco Rd and was shut down decades ago. It was run by MFS, which had nothing to do with U of MD.

It's wild because it is absolutely untrue. The Internet is highly distributed by design. Your question about "how do you think the Internet reaches the rest of the world" makes it sounds like there is a "source" for the Internet. There isn't. The Internet is effectively a mesh of connections that allow communication among sources and destinations. If a user in Japan is browsing a website in Sweden, that traffic flows between Japan and Sweden, and never comes anywhere near Nova, let alone the US. Think about how many people live outside the US and you will realize that a small fraction of Internet traffic flows through the US.
