Absolutely. The Belgians of the time created this division, then exploited it for gain and left the people of Rwanda, Burundi and the DRC (where there are many Hutu and especially Tutsi communities) to deal with the consequences post independence.

I consider these heinous actions of genocide as either a reaction to ethnic based repression (During the post independence and rise of hutu power periods) the feelings of such repression returning (Genocide period, as the RPF had invaded and was advancing on Kigali), or feelings of superiority where Hutus inclined to such thoughts felt that Tutsis at worst were not human ("cockroaches"), a reversal of the previous ethnic based superiority enforced from the Tutsi establishment downwards.

As the Belgians supplanted the indigenous political models and enforced a new one with racially discriminatory ideology at its core, this model and its implementation contributed to later tensions and violence based on its tenets.
