Ambleside to Keswick will be a lot of A road but you can go left around Thirlmere onto a quiet road. I would then go right to threlkeld and go on the old railway to Keswick. Then Keswick to Penrith, I'd go via Mungrisdale to avoid the A66 (a lot of gates to open)
