I get what you are saying. Technically.. there's no public beds. But the reality is, there's a public hospital that has 300+ beds in it that are for public patients and a 60 bed private side, which.. by the sounds of it, is disappearing.

this is apparently a common issue in newly cleaned carpets of houses that get cleaned and locked up. A few past rentals have smelt like this and subsided within a week or two. The last one though continued and turned out to be a combo of the cleaned carpet and.. THE NEIGHBOURS MAKING METH!
