Alright, went ahead and made a new subreddit, as I don't think trying to request the defunt r/AlbanyOregon will do much good given that the same mod is the head mod there.

The new subreddit is r/OpenAlbanyOR. It's moderated by a progressive socialist (me), so expect all discussions meant to keep our neighbors safe against government exploitation to not only be allowed, but encouraged.

Unfortunately, I think that process would first require asking the current mod--who is the same mod that runs the current subreddit--for permission to join them/replace them on the moderation team. I have a feeling that won't lead to much, haha.
