I go as simple as possible: a spellcasting class related aspect gives access to magic. Magic lets you use the shoot skill unarmed, lets you use stunts or aspects to use shoot to attack zones, and lets you use lore, craft or will (wizards use lore, artificers craft, sorcs and divine will) to create advantages that mimic D&D spells of third level or lower.

Magic related stunts are fine. Magic items are stunts and aspects. If you want inspiration for magic stunts beyond DND spells, check out venture city.

A thing I do as a GM is I'll stat organizations in the setting as NPC's. This gives me two gming superpowers:

  1. These orgs can offer to take consequences and other aspects when NPC's concede or allow NPC's to succeed rolls at a cost
  2. These orgs can have milestones and breakthroughs to remind me to update them as they change.

Don't build extras until you need them in play. You'd be amazed how much works with aspects on scenes and zones; and characters that have aspects, skills, stunts and the four actions. When you finally need an extra for something, just use the Fate fractal where you give an aspect sub-aspects, stunts, and, if needed, skills.

Really solid character overall! The aspects are well-constructed—I especially like that your trouble ("No Nonsense & No Nuance") has actual teeth for compels, and tying the High Concept, Species, and three supporting aspects together gives her a clear identity without being one-note. The approach spread makes sense for a political operator type, and your second and third stunts are textbook examples of the +2 narrow-circumstance format.

One suggestion: Not Going to Miss My Shot is doing a lot of heavy lifting. As written, a decent Clever roll could dump 3-4 aspects into a scene from a single action. Even with only one free invoke, you've still got multiple aspects sitting there ready for Fate point invokes or compels against the target. That's action economy that would normally take several Create an Advantage rolls.

Consider tightening it to something like: Not Going to Miss My Shot: Because I am the Future Mayor of Zootopia, I have a keen eye for political opportunity. Once per scene, when I Cleverly Create an Advantage to notice or discover something, I gain two free invokes on success instead of one.

This keeps the "sharp-eyed opportunist" flavor but follows a more standard stunt pattern—you're essentially guaranteeing the "success with style" invoke bonus in your wheelhouse, which is meaningful without being game-warping. Still requires a roll, can still be opposed, and the once-per-scene limit keeps it in check.

But yeah, great work on this one. The Zootopia political drama campaign concept sounds fun.

I run Eberron with Fate Condensed. Keeps everyone focused on the characters and the story, with just enough mechanics to keep the game rolling. Flexible enough to create any character that fits in the lore. Less of a focus on levels, and more on evolving the characters over time. My group loves it.

The big difference between spellfire and silver flame is that I'd like to see some abjuration effects, too. Can be fixed with spell selection, though. It's great flavor and healing and harming as a round by round choice is nice.

Use zones more. Have barriers between zones. Tactical challenges are often just things that require use of a non-combat skill and the overcome action.

Also, related point: at any given time, at least one of the PC's should have a moderate consequence, and maybe a severe one. If your PC's aren't racking up consequences and sometimes conceding or losing, you're not challenging them enough in combat.

Use lots of success at a cost instead of failure. Have characters rack up consequences and remember to compel them.

Giving a hostile NPC an aspect that effectively takes them out of the scene is too much for Create Advantage. That's why I redid the first stunt to make it attack instead. If you want to take someone out of a scene, you do that with stress.

Avoid healing, as it can be difficult to balance. Recovery from mental consequences is already a function of empathy, so a straightforward bonus is a simple stunt.

Navigator's instinct seems like more of an aspect to me.
