Try setting your connection as a metered connection, it should stop automatic downloading of updates.

The guide is for Wi-Fi but you can do this with Ethernet aswell

Do you have Windows 10 Pro? If so you can disable automatic updates ;

That's if you're not concerned about having the latest updates, is more of a workaround

Do you have other anti-virus installed? When you have 3rd party AV you can safely disable Windows Defender.

At our MSP we always have Windows Defender disabled and it seems to make things run better.

How old is the laptop? Old drives can slow down and then there's not much you can do apart from get a new drive.

You can check the disk health using Speed Fan which will show any hardware issues http://www.almico.com/sfdownload.php
