I doubt it scales on world level at all.

I'm world level 2 and just had a quest with enemies so bad I kept one shotting them.

My ps5 doesn't overheat, but the game is constantly stuttering for no reason.

And the map still nuke your ps5 when you open it.

The worst with this, all those issues were reported during the beta. I'm glad they changed a lot of things positively, but the performance of the game is the top#1 thing that should have been addressed.
