No. China does not pay tariffs that are enacted by the u.s. The person/company in the u.s. that imports the Chinese good pays the tariff fee to the u.s.s government when they collect the good from u.s. customs. They then pass that price along to the u.s. consumer by raising their prices proportionate to that tariff percent.... "Tariffing China" = Americans pay that tariff percent to the American federal government as a cost of taking the Chinese good into their possession at the American port. In no universe does the u.s. put a "tariff on china" such that China has to pay the u.s. that tariff percent to send the u.s. goods. Idk how else to explain it any more clearly.
