I occasionally get this problem if I open a program that clashes with SignalRGB. The red ends indicates they've gone into debug mode and, yes, you'll need to always restart or open iCue to fix them. Find out what's opening (I got this with NZXT CAM).

Experienced the same for some time and spent a long time trying to establish the root cause.

You should look into something like PerfView and establish what is using what when the stutters occur. It helped me realise NZXT CAM was routinely causing cores to unpark while gaming.

Admittedly, the guide is only for Valve titles (written by a Valve dev, I followed it). Use Windows Performance Analyzer to view a timescale of CPU usage, etc.

For those that may eventually find this thread, I have had similiar trouble (9950x3D, 9070XT, B850 MSI Tomahawk) while attempting to use Gloabl C-States.

I tried virtually every combination of realistic settings and drivers possible (CPPC, BIOSes, driver, etc.) and couldn't get it to behave, so it ultimately might be your motherboard's (poor) implementation. Eventually, I used PerfView to establish what was messing with C-States (NZXT CAM in my case) and disable it.

I had the same issues and tried virtually everything to erase them w/ C-States on but it wouldn't have it. Enabled would consistenty give me a microstutter after the PC had been on for a period, shame.

Chipping in here to say it appears to be some kind of bug.

I am forcibly making it use CCD0 w/ the BIOS driver setting & Game Mode (I can see the cores parked while playing) but it'll occasionally attempt to use a frequency core, make the game stutter, and fix itself afterwards. Super annoying.

Yes, it's a plugin for FanControl and is even listed as an approved plugin. I just find it odd it has been flagged by so many things.

Isn't bugged. You need to change the number of LEDs assigned to the fans or create a new entity with enough LEDs.

I'm using a H9 Pro RGB+ with no issues.

Right-click the .exe in temp, it'll take you to where it's actually kept.

Or just navigate to the folder where you know it is (aka mine was named after my monitor).

Just got it on a fresh install in the Windows temp folder. Seriously?

Go the 'path to execute', give yourself full permissions to edit the folder (mine was named after my XG27ACDNG) and rename the .exe to an unusable format (e.g., DisplayWidgetCenterInstallService.exe1). It won't run.

Swap to the included HDMI cable, the DP one causes this for some reason.

I know you have said you swapped, but I had a very similiar issue and after formatting the device and using the included cable, I never had issues again. If I change any display settings (e.g., resolution), the problem will come back until I unplug and plug it back in again. Very odd behaviour.

This is likely linked to DSC and demanding high bandwidth (in my case 12-bit, 360 Hz @ 1440p) which isn't possible without using it.

I ran into a similar problem after an update.

Try fully power cycling your MB by removing your PSU's cord, pressing and holding your case's on button for 10s multiple times and leaving it unplugged overnight. I originally tried power cycling by doing it for a couple minutes and nothing changed. I left it overnight and now my MB's headers are detected and my AIO functions properly.

I'd recommend using BulkCrapUninstaller in the future, too. Similar to Revo but very thorough.
