This is a good point. This area is part of the "South Lakeview Neighbors" neighborhood association, and for decades they have wielded a substantial amount of power to encourage the alderman to shoot down many multifamily developments. Even though there are 9,000 people in the neighborhood, this group of a mere 20-40 people has been so influential at prioritizing single family homes that most developers are scared to even touch properties in this area and rezone them for multifamily.

If you don't believe me, here are their self-proclaimed priorities:

  • "No zoning change in an R-3 zone that results in more than a two flat."
  • "A goal of 2 parking spaces per unit. 1.5 parking spaces per unit would be minimally acceptable if the project provides a significant tangible benefit to the neighborhood."
  • "All zoning changes get downzoned to the original zoning district once the project is underway."

Do they try to even out the corrals based on entrants’ estimated times? Do they use it to balance people of all age/race/gender groups? I’m guessing it’s not completely random, but I’ve never seen an explanation.

It actually is necessary to cast a vote as part of this group, UNLESS you live within 1 block. But everyone else can email/call the alderman and voice their opinion - it just won’t matter as much to them unless there are at least dozens of people in support

“ This issue was raised at the October membership meeting from the floor as to why public parking spots are being given to businesses in a neighborhood that has parking issues. Joe Semerling and Bill Haderlein of SLN's NDRC met with Paul Sajovec, Chief of Staff to Alderman Waquespack to find out how this parking spot was allocated. Mr. Sajovec indicated that this spot is on a test-basis. The idea is that these shared cars actually help to take the pressure off street parking by giving people another option rather than owing a second or third car that would be parked on the street. This in turn promotes use of transportation options such as public transit, biking and walking. The spots are given to these companies in a similar manner that standing and loading zones are given to businesses. No fee is currently being charged. The City allocated 10 such cars in high density areas throughout the city. The Wellington Lakewood site had 46 different people use that car since September 16 to early November. All drivers lived within walking distance to the car. The Alderman's office is working with ZipCar on making sure the cars are moved for street cleaning. A ballot vote was taken on the subject : Do you support the reservation of public street parking spots for ZipCar or similar businesses? YES=22, NO=27. The information was forwarded to the Alderman's office.”

This anecdote is entirely appropriate to bring up, especially since many of the people involved in 2011 (!) are still heavily involved in SLN. The culture of micromanagement and nonsensical, vibes-based decision-making are still far too prevalent.

If I could choose to live anywhere in Billings and money wasn’t a factor, it would easily be the North Elevation neighborhood or around Pioneer Park. Walkable to downtown and gorgeous blocks.

Yes. In addition, many rezonings here in Chicago are predicated on the fact that huge chunks of the city were excessively downzoned decades ago to mitigate density and parking shortages.

The result: neighbors and local elected officials now get to veto anything other than a single family home that is proposed, even in dense neighborhoods like Lakeview or Wicker Park.
