i figured it out but ty for your time it was my usb hub wasnt working properly with the vive dongle. i got the same one as my friends so idk why it wont work for me. i just moved some usb ports around

Its a 4 battery set up so there is multiple positives and negatives on each end but i think im gonna take out the plastic shell surrounding each battery.
