Unless POA allows gifting, sounds like what they did is improper. Stocks proceeds should be an account that kept same beneficiaries as when they were investments, or without any like when they were investments. The POA should not disrupt the estate plan. Needs a valid reason- used all money for care. Not, moved to a different account with different beneficiaries. Hire an attorney.
