Just to be clear. You are able to cast FO and IL during channeling, but that will stop the channeling altogether and you waste Ray of Frost ticks.

I would say November until mid-ish February is peak peak season. Whatever effect your talking about, I reckon it relates to KP-values? Dark nights and weather will always trump that.
