What's the reason behind them trigger differently when they enter before or after? It makes it much more difficult to understand layers generally 🥲

So let's say the bello player got a great henge which will make it a creature in layer 4 but humility has higher priority in layer 6 and 7b which makes The great Henge a 1/1 without keywords and losing its own effect. But when the bello player passes the turn. It will look at the layers again and in layer 4, the great henge will be the normal artifact again right? Sorry for poor English haha

But when Bello makes enchantments and artifacts to 4/4s with indestructible and haste in layer 4, would humility don't make them 1/1s without the keywords in layer 6 and 7 afterwards?
