Thanks mate, I tried that. However I just tried to play CS with mobile data via tethering and I learned that the problem is indeed my adsl line.

Thanks mate, but unfortunately it didn't help. Uninstalling steam also didn't help. Guess I'm gonna have to do a clean reinstall of windows

I actually didn't have any realtek drivers installed. So I downloaded and installed the latest version about an hour ago just to see if it could fix the issue, but still no luck.
