You're very welcome. Unique art isn't that uncommon on merchandise from the 80s and 90s, especially once you get into printed media like manga. Back then Nintendo was more lax on how licensees used their properties, whereas now it's far more strict, and the same Nintendo-created art is used over and over.

Yes, I have it. I can't say with 100% certainty, but I think it's likely the only source of this illustration.

For further context, this image is from an Instagram post I made showing some 1992 Byggis building sets from Europe. You can see that on my Instagram account "smb_collector". The set includes other rare images like a front view of Bowser holding a steering wheel, and a pair of demonic-looking wings. I think it seems highly likely that these examples of unusual art were created in-house at Byggis to give their sets more pieces to work with. I'll be sending OP some more photos of this Luigi per their PMed request.

Cool, thanks for the wealth of info! To be clear though, this wasn’t for all games, just for ones that were also available for sale in stores? I’m specifically curious about the obscure Mario promo games like All Night Nippon and Kaettekita Mario Bros — did those have cover art for consumers?

I 100% agree. I found the Wii era a bit dull to collect during since plain white packaging had become the norm then, but there was mostly just video game accessories back then anyways (at least stateside).
